Congress lacks the 86 votes needed to appoint new representatives to Honduras's key electoral bodies—the National Registry and the Clean Politics Unit—after negotiations stalled since February over how to distribute seats among parties and whether to include independents.

Gonzalo Fuentes, a former head of Honduras's national registry, outlined the steps for Hondurans abroad to change letters or words in their names, noting that no attorney is required and forms are available directly at registry offices.

Honduras's registry has enrolled about 100,000 children so far but must register roughly 1.5 million by December to meet its 2026 goal, expanding enrollment brigades nationwide to schools starting in September.

Honduras's National Registry clarified that the new DINNA child identification card, launching enrollment in 2026 with card distribution expected in March 2027, will not replace birth certificates but will add biometric data and facial recognition to strengthen protection against trafficking and help identify migrant children.

The National Registry of Persons reports more than 14 million Hondurans are registered, with 51% male and 49% female.

The National Registry (RNP) began enrolling children ages 6–17 in a new biometric identity document called Dinna, targeting 2.3 million minors through 23,836 schools nationwide in a $40 million World Bank–funded program aimed at guaranteeing the right to identity and preventing trafficking.
