Honduras's traffic authority says current penalties—including a 600-lempira fine for speeding—have lost their deterrent effect and proposes expanding technological speed enforcement, breath-alcohol testing, and stricter sanctions to reduce road fatalities.

The National Roads and Transport Authority director said Honduras is comprehensively reforming its traffic law to include new driver-licensing rules, speed regulations, and breathalyzer standards, while also training teachers nationwide on road safety education.

A proposal by Liberal congressman Yury Sabas would lower the minimum driving age to 16, permitting teenagers to operate light vehicles between 5 a.m. and 8 p.m. under a reformed Traffic Law.

The director of the National Roads and Transport Authority said Honduras is the only Central American country without speed-limit regulations, but officials are now working to establish them.
