The Liberal Party introduced a counterproposal for electricity-sector reform that would restructure ENEE using state-controlled public companies instead of private commercial entities, aiming to strengthen operational efficiency while maintaining state control.

Former ENEE chief Erick Tejada accused the current utility head of signaling a government drive to privatize Honduras's electricity sector, citing France, Costa Rica, and other nations as examples of successful public energy systems.

President Nasry Asfura declared the state power company's financial losses and accumulated debt the country's chief economic concern, pledging to stabilize operations while keeping it publicly owned and freeing resources for health, education, and infrastructure.

Finance Minister Emilio Hércules clarified that a proposed law on the state-owned electricity utility ENEE would keep 100% of the three linked companies under government ownership, with any decisions requiring Congressional approval.

Carlos Hernández, director of the advocacy group ASJ, warns that the state power utility ENEE has received 46 billion lempiras over four years while carrying a debt exceeding 100 billion lempiras, and continues to suffer from high losses, unfocused subsidies, and electricity theft.
