Toll-road concessionaire Covi Honduras says it is waiting for the government to deliver the unfinished Canal Seco highway under the original contract before it can assume maintenance and open a fourth toll station at Lamaní, Comayagua, warning that the delay undermines the financing structure of the entire concession.
