Honduras's health system lacks a permanent Health Secretary after more than 10 months, leaving emergency decrees unaccountable and the hospital network without stable institutional management, according to CESPAD analysis.

Honduras scored 22 of 100 on Transparency International's 2025 Corruption Perception Index and ranked 157th of 182 countries, unchanged from 2024 but falling three places as other nations improved; only 14% of Hondurans believe the government prioritizes fighting corruption, according to civil-society monitor ASJ.

An assessment by academics, civil-society groups, businesses, international donors, and political actors finds that 80% consider the government's anti-corruption response ineffective, with widespread doubt that deep structural change is occurring.
