Idle Generating Plants Blamed for Power Outages

The recent blackouts stem from several power plants that remain disconnected from the grid, a former ENEE manager said, warning that extreme heat from a climate pattern known as Super Niño and possible water shortages next year could deepen the energy crisis unless idle thermal and renewable units come online.
