Government Eases Small-Business Penalties, Eyes Maquila Expansion

The government is switching from steep fines to warnings and guidance for small businesses, has run more than 1,500 compliance trainings, and expects to announce a manufacturing expansion that will create more than 1,600 jobs, Economic Development Minister Eddy Ordóñez said.
